This policy explains what the Cox's Bazar Clean Android app
(com.progedify.wrms, Bangla title পরিচ্ছন্ন কক্সবাজার) does with your
information. It is written to describe what the app actually does, not a generic template.
Not a government app. Cox's Bazar Clean is an independent app published by Progedify. It does not represent Cox's Bazar Pourashava (municipality), the Government of Bangladesh, or any other government entity. For official municipal information, see the official source: ps.coxsbazar.gov.bd.
In short: the app lets you report a waste problem to the Cox's Bazar Waste Management System at coxswms.com and follow what happens to it. The only data that leaves your phone is the report you choose to send: the category, your description, the place, any photographs you attach, and your name, phone number and address only if you type them. You can report anonymously. There are no ads, no analytics, no tracking and no account. Everything the app keeps on the phone is encrypted with a key held by the phone's own security hardware.
The app is published by Progedify. Reports you send are received and held by the Cox's Bazar Waste Management System at https://coxswms.com, where the waste-management team acts on them. Progedify builds and maintains the app and operates that server; it does not use your reports for any purpose of its own. Neither the app nor Progedify is a government entity or acts for one.

Nothing is transmitted until you press Send on a report. A report contains:

The report is sent over HTTPS only. The app refuses unencrypted connections.
The waste-management system returns a reference number and, later, the report's progress (received, in progress, resolved, and the team's note). By design, nothing reads a report's text, name, number or photographs back out of the waste-management system, not even the phone that filed it. What you see under My reports is the copy kept on your phone.
The app asks for location permission only when you tap Use my location to find the nearest collection points. Your coordinates are sent once to the waste-management server for that lookup and are not stored there or in the app. The app never reads your location in the background, never attaches it to a report, and works fully if you decline the permission (you can pick a ward or enter a code instead).
Camera permission is asked for only when you tap Scan (to read a bin's QR code) or the photo button. The QR scanner runs entirely on the phone; nothing from the camera is transmitted except a photograph you have chosen to attach to a report.

Deleting a report in the app removes your copy only. The waste-management team's record is subject to the system's retention rule: complainant details are kept for two years after resolution and then anonymised. To have a record erased earlier, contact the waste-management team.
If you allow notifications, the app periodically asks the waste-management server for the progress of your open reports and shows a notification on the phone when one changes. These are local notifications; no push-messaging service and no device token are involved. You can switch them off in Settings or in Android's own settings.

Photographs from your gallery are chosen through Android's photo picker, so the app never receives permission to read your whole gallery.
The app is a public-service tool intended for residents aged 13 and over. It is not directed at children and does not knowingly collect information from them.
In transit: TLS only. At rest on the phone: hardware-backed encryption as described above. On the server: names and phone numbers are encrypted at rest in the waste-management system, which is documented under its own data-protection policy.

সংক্ষেপে: এই অ্যাপ দিয়ে আপনি কক্সবাজার বর্জ্য ব্যবস্থাপনা সিস্টেমে (coxswms.com) বর্জ্য সমস্যার রিপোর্ট পাঠাতে ও তার অগ্রগতি দেখতে পারেন। আপনার ফোন থেকে শুধু সেই রিপোর্টই যায় যা আপনি নিজে পাঠান: বিভাগ, বিবরণ, জায়গা, ছবি — এবং নাম, ফোন নম্বর ও ঠিকানা শুধু আপনি লিখলে। বেনামে রিপোর্ট করা যায়। কোনো বিজ্ঞাপন, অ্যানালিটিক্স, ট্র্যাকিং বা অ্যাকাউন্ট নেই।
ফোনে যা থাকে: আপনার লেখা প্রতিটি রিপোর্ট, তার রেফারেন্স ও অগ্রগতি — ফোনের নিজস্ব সুরক্ষা চিপে রাখা চাবি দিয়ে এনক্রিপ্ট করা। পূর্ণ আকারের ছবি রিপোর্ট পাঠানোর সঙ্গে সঙ্গে মুছে যায়। "আমাকে মনে রাখুন" টিক দিলে নাম ও নম্বর একই চাবি দিয়ে এনক্রিপ্ট করে রাখা হয়; সেটিংসে বন্ধ করলে মুছে যায়।
ছবি: পাঠানোর আগে প্রতিটি ছবি ছোট করা হয় এবং সব মেটাডেটা — জিপিএস অবস্থানসহ — মুছে ফেলা হয়।
অবস্থান: শুধু "আমার অবস্থান ব্যবহার করুন" চাপলে, নিকটতম সংগ্রহ কেন্দ্র খুঁজতে একবার; সার্ভারে সংরক্ষণ হয় না, রিপোর্টে যুক্ত হয় না, পটভূমিতে কখনো পড়া হয় না।
ক্যামেরা: শুধু স্ক্যান বা ছবির বোতাম চাপলে। QR স্ক্যান পুরোপুরি ফোনেই হয়।
যা ফিরে আসে: শুধু রেফারেন্স নম্বর ও রিপোর্টের অগ্রগতি। বর্জ্য ব্যবস্থাপনা সিস্টেম থেকে রিপোর্টের লেখা, নাম, নম্বর বা ছবি কেউ আবার পড়তে পারে না — এই ফোনও না।
মুছে ফেলা: অ্যাপে রিপোর্ট মুছলে শুধু আপনার কপি মোছে। সিস্টেমের রেকর্ড সমাধানের দুই বছর পর বেনামি করা হয়; আগে মুছতে অ্যাপের "যোগাযোগ" পাতায় দেওয়া ঠিকানায় যোগাযোগ করুন।
